This College, located in the Hulunbuir City of Inner Mongolia, is a full time comprehensive college. The College was formed in 1993 as a result of the combination of Hailer Normal College, Hulunbuir Administration College, Hulunbuir School of Education and a branch of the Inner Mongolia TV University. In 2003 the State Ministry of Education granted this College status as an undergraduate college.
 This College consists of eight colleges, made up of 13 departments and one independent middle school. Over the last 13 years, as This College has continued to develop, more than 30,000 students have graduated from various departments.
This College covers an area of 220 thousand square meters and capital assets amount to two hundred million yuan. The College has many features, including an advanced Information Center, an Electronic Education Center, an Electronic Laboratory, a Simulation Account Laboratory, a Physics Laboratory, a Biology Laboratory, a Chemistry Laboratory, a Multimedia Classroom, an Audio-Laboratory for the Language Departments, Gymnasium, and a Studio. The library is well equipped with a large collection of over 600,000 books, and 1,100 different types of magazines.
The College has 918 staff members, including 566 full-time teachers and a further 180 advanced teachers; 2 Doctors, 85 Masters, a further seven teachers are studying at a Doctorate level and 201 staff members are studying at the Master level; there are 40 visiting professors, and more than 10 foreign teachers. In 2006 the current number of students in the College amounts to 12,000.
 At present, This College has established quite a complete structure of 8 disciplines, covering such fields as Literature, Science, Engineering, Law, Economics, History, Education and Management. There are Mathematics and Applications, Physics, Computer Science and Technology, Biology, Chinese Literature, Ideological Political Education, Mongolian Literature, Art, Music, Physical Education, Tourism Education, Russian Language, and Accountancy majors. The college boasts 14 undergraduate majors, and 51 three year degree majors.
Mongolian and Chinese languages are used in teaching some of the subjects. There are over 17 research graduate schools, such as a Nationality Music Research Center (Ethnomusicology), a Biology graduate school, and the History of Hulunbuir Research graduate school. Some research centers and bases are built to meet special ethnic needs, such as the ‘Three Minorities Research School,’ Ethnic Folk Music, Tourism, Biology and Engineering make our college unique and popular.
The College also boasts many regional-level bases for scientific research disciplines. “Hulunbuir College Journal” is a regional-level academic magazine and provides fields for academic exchanges of views.
 Attaching great importance to international academic exchange and cooperation, This College has been actively enhancing its exchanges and cooperation with international universities and research institutes at home and abroad. Special links have been fostered with universities in Russia and Mongolia.
The construction and development of the infrastructure and public service systems of the college have also been greatly strengthened and improved over the last13 years. During 2001-2003 the college has had many achievements, including an ‘Enlightened College’, and a ‘Garden College.’
The goal for the future is to increase the number of senior teachers up to 40%; Doctors to 5%; teachers studying at the Doctorate and Masters’ level to 60%; Professor to 7%; state-level top teachers to 7%; and 30 leaders of science; 100 top middle-aged teachers; 1 to 2 regional-level key disciplines, 8 college-level key disciplines; 6 key laboratories; and 3 to 5 master degree stations. In the near future the number of students will increase to 12,000, with further planning for this number to increase to 15,000 and in the long-term to number 20,000.
As one of the top ten universities in Inner Mongolia, during many years’ construction and development, This College has become a key college. It has laid strong and important basis for its future development.

The responsibility of the engaging side
- The engaging side will pay the engaged side RMB 4500.00yuan per month. (During the summer and winter holidays without teaching the engaging side will pay the engaged side RMB 1000.00yuan for living expenses)
- The engaging side will provide the engaged side a furnished apartment. The engaging side will supply equipments for the apartment including water, electricity, gas, furniture, fully equip bedroom set, telephone, cooker, hot-water heater, refrigerator, microwave over, washing machine and TV etc.
- The engaging side will be responsible for the expenses of the apartment including the payment for heating, management, cable TV and Internet. The engaged side will be responsible for the payment for water, electricity, sanitation, telephone and gas. (The first bottle of gas will be paid by engaging side)
- After engaged side accomplish the teaching duty for one year(two semesters), the engaging side will subsidize RMB 1500.00yuan for engaged side to travel. If the engaged side cannot accomplish the teaching duty for one year the engaging side will not receive the RMB 1500.00yuan.
- The engaging side will be responsible for the expense to leave China if the engaged side accomplish the teaching duty for one year (two semesters ;One way plane ticket) If the engaged side just can accomplish the teaching duty for half year (one semester), the engaging side will be responsible for the expense to leave from Hailar to Beijing.The engaging side will not be responsible for expense to leave China if the engaged side cannot accomplish the teaching duty on time.
- The engaging side will be responsible for the payment used for signing passport and visa once a year (but the payment must be within RMB 1000.00yuan, the extra money over RMB 1000.00yuan will be paid by the engaged side.)
- The engaging side will be responsible for the engaged side’s safety inside the college, the safety outside the college will be the responsible of the engaged side.
- The engaging side will be responsible for the Insurance Against Accident during contract’s period of validity.
The responsibility of the engaged side:
- The engaged side must have bachelor degree, ability to teach, fair oral and writing expression etc.
- The engaged side must provide the prove of No Criminal Record and Good Health Record.
- The engaged side must work 16hours per week.
The engaged side’s contracted time is one year.
