Brief Introduction about Employer

       This University, with a long history of 54 years, approved by the People’s Government of Heilongjiang Province and put on file in Ministry of Education of China, belongs to the People’s Government of HLJ. It enrolls students from different parts of China, and its graduates get different jobs in and abroad.The school is located in the centre of Jixi City, divided by Heping Street into West and East Campus ( the newly-bought East campus was a school area of a university.).As a garden-like university at the provincial level, it has outstanding characters for running a school in China, and it is one of the schools with the best teaching factors among the universities of the same kind in Heilongjiang Province.     

Facilities of Teaching

      Four buildings for teaching, four for practical teaching, a broad band network on campus connected with the internet, cable TV network, a modern library, a hall for seminar, Sports Ground, Gym, Centre for Health, Art Gallery, Floodlit Court (Tennis, Volleyball, Basketball) Activity Centre for Students, vocal music classrooms, painting rooms. The number of the seats for students exceeds the standard made by the state. All of above can meet the needs of teaching.
                               
  Advanced Teaching Facilities

  The school has a modern educational technical center, more computer net centers, computer software and hardware labs, electronic courseware rooms, computer and multimedia networking classrooms, multi-purpose networking classrooms and multimedia language labs. The proportion of the computers in this school to the students has exceeded that of Universities. A lot of subjects on different majors have been teaching through computers, in multimedia way or the net in the campus. All the key majors of the school have “the Skill-Training Lab” to train the professional skills of the students, where the students can be trained in a simulate situation.

 

Majors

    This University has set up Teacher’s College, Basic Educational College, Departments of Computer and Information Engineering, Science and Engineering, Applied Foreign Language, Chinese Language, Economics, Physical Education, Continuing Education, Jixi Branch of TV University, Xingzhou Special Training School for Japanese Language. We have 47 majors for students, such as Computer and Engineering Application, City Planning and Project Monitoring, Business (Tourist ) English, Economic Law and Business Negotiation, Financial Insurance and Security Investment, Music Education and Performance, Chinese Language and Literature and so on. Among them, one is a key major at the state level, 3 at the provincial level. With over 10,000 regular students from 30 cities, provinces and autonomouswe have the most majors and the most key majors in the universities of the same kind in HLJ.

 Many firsts in HLJ. as well as in China
  We have firstly researched Natural Graphite Oxidative Electrode successfully and put it into use in society, and established Studies of Words Colors, the first place of Great Northern Wilderness wood-block. in China.We are the first to establish our own “nationwide information network for graduate employment” and the employment service center for graduates in the eastern area of HLJ. This very center supplies services for both college graduates and also other job seekers. This is a unique invention in institutions of higher learning of China.We are the first to use Training Scheme for Students instead of traditional Teaching Plan to cultivate the students in many aspects, to set up the training mode centered on students’ competence developing, to carry out double-major and more certificates’ system, credit system and flexible educational system. We are the first to cancel the make-up examination, and carry out the picking up relearning and reexamination systems, to fulfill rolled developing and eliminating system for probationary students and auditors. We are also the only university whose students have published academic papers in the magazines at the state level in China.And the students in This University have taken part in the competition of formation of mathematical models, the National Russian Speech Contest and some of them have been awarded prizes. We have realized exchanges of students and teachers with foreign institutions of higher learning for academic purpose.

 Jixi City, in which This University is located, lies in the southeast part of HLJ, belonging to the essential economic zone in Northeastern Asia. It is taken as one of the traditional industrial bases as well as the newly-sprung border trade and it is an environmental, ecological tourist city. The beautiful Wusuli River, XingKai Lake between China and Russia are in Jixi area, where we have   two national land customs ports, convenient transportation, profound details of Chinese culture and brilliant civilization.

Foreign Teacher Employing Contract
 (This contract includes 3 pages，photocopy shall not be accepted . )
 
Party A : This University, Heilongjiang Province , China
Party B : ______________________________________
       This University, Heilongjiang Province , China , hereafter named Party A , now employs _________________________ , hereafter named Party B as the foreign teacher of This Universityto teach English courses , both parties in a spirit of friendly cooperation agree to sign this contract and pledge to fulfill all the obligations stipulated hereinafter .
Ⅰ. The term of this contract shall be from ____2009-8-31____to _____2010-7-31______.  
Ⅱ. Salary
The monthly salary for Party B shall be RMB _______5,000__________Yuan paid by Party A , no salary in summer and winter vocations . The concrete salary terms are dependent on the teaching tasks of This University. If the teaching tasks are finished, Party A shall not pay salary to Party B . If Party A conducts the additional English training taught by Party B after classes or in summer or winter vocations , Party A shall pay the relevant training salary , the concrete amount shall be decided when the time comes .
Ⅲ.The Rights of Party A and Party B
1.       Party A shall conduct regular supervision, inspection and review of Party B’s working performance .
2.       Under the following conditions, Party A shall have the right to inform Party B in writing of the cancellation of this contract .
⑴.   Party B fails to fulfill this contract or the obligations and agreed conditions as herein stipulated, and fails to amend his or her actions after Party A has pointed it out;
⑵.   On the basis of the physician’s diagnosis, Party B fails to resume normal work after a sick leave for a period of successive 30 days.
3.       The teaching tasks for Party B shall not be more than 20 periods every week, one period is 45 minutes long.
4.       Party B works according to the teaching schedule of This Universityand has the same holidays as Chinese teachers of This University.
5.       Party B shall pay for the expenses of visa fees before entering into China, Party A shall pay for the expenses of visa renewal, both parties shall resolve by consultation the other possible issues. If Party B does not fulfill the contract or terminates the contract in advance , Party A shall cancel the visa of Party B.
6.       Party B shall be responsible for the expenses of subscribing or changing the time of airplane tickets or train tickets by himself or herself , the performance of this contact shall be rigidly in accordance with the regulations of terms .
Ⅳ. The Obligations of Party A
1.       Party A shall inform Party B of relevant laws and regulations of the People’s Republic of China and administrative stipulations of State Administration of Foreign Expert Affairs, China with Party B’s employment as herein provided.
2.       Party A provides Party B with fundamental living and working conditions :
⑴. Party A provides freely the apartment to Party B with furniture , bedclothes , a telephone , a TV set , a washroom , basking equipment and bathing equipment .
Note: a . The couple : the area of room is about 55 square meters , a bedroom , a living room , a kitchen , a washroom , a TV set , an air conditioner , a refrigerator , a washing machine , a telephone .
b. The single man or woman: the area of room is about 30 square meters , a bedroom , a washroom , a TV set , a refrigerator , an electronic fan , a washing machine , a telephone .
      (2)  Party A shall install the internet in the room of Party B according to the needs of Party B, the fees for using it shall be paid by Party B；Party A shall install a telephone in the room of Party B (only for working telephones in campus and answering telephones).
3.  If Party B fulfils all the teaching tasks according to the regulations of contract, Party A shall reimburse one round- trip transportation expenses (only for the airplane tickets of
economy class, common berth tickets at stabilized prices), organizes one travel inside Heilongjiang Province and pays RMB 1,500 Yuan as the travel allowance to Party B.
4. During the terms of contract, Party A is responsible for handling Life-Accident Insurance , Foreign Expert Certificate to Party B，the fees of which shall be paid by Party A. 
Ⅴ. Obligations of Party B
1. Party B shall observe relevant laws’ regulations and management regulations of Foreign Administration Affairs Organizations of the People’s Republic of China and shall not interfere in China’s internal affairs, the illegal activities shall be forbidden.
2. Party B shall observe the school policy and relevant management regulations of Party A, accept the working arrangements，supervision, inspection and review on teaching by Party A . During the terms of contract, Party B shall not conduct any part-time work except the work arranged by Party A, or Party A has the right to deduct one-month salary of Party B and suspends the contract.
3   Party B shall obey the arrangements made by the department where Party B teaches courses and take part in the activities arranged by Party A with Chinese teachers.
4.   Due to sick leave or some reason, Party B shall compensate the missed courses, or Party A shall deduct the salary of Party B according to the following formula :( Total Amount of Monthly Salary ÷Monthly Periods)×Missed Periods.
5.   Party B shall obey the management regulations for foreign teaches and the management regulations of apartment, come back to the apartment on time at night. If the relatives or friends of Party B visit him or her, the accommodations in  Expert Apartment of This Universityshall be paid by Party B.  
6.   Before entering into China for work, Party B shall have physical examinations, being sure
to be in good health and no any infections illness. If Party B has no health proof material,
holds false material or with infections illness, Party A has the right to remove the contract
and Party B shall be responsible for all the consequences thereof caused.
7.   Without the permission of Party A, Party B shall not be allowed to disclose his or her
salary and relevant terms in the contract, or Party A shall deduct one-month salary of Party B.
8.   In order to handle relevant residence procedures promptly and accept the periodic inspections of National Security Bureau of China, the Police Station and related departments, the passport of Party B shall be kept by International Education, Communication and Administration Center of This University, but provides the copies of it for Party B .
Ⅵ. Revision, Cancellation and Termination of contract
1. Both parties shall abide by the contract and refrain from revising, cancelling or terminating the contract without mutual consent.
2. In the case of revising , canceling or terminating the contract , both parties shall get mutual consent . After the mutual consent of both parties , the contract can be revised , canceled or terminated . Before both parties have reached an agreement , the contract shall be strictly observed .
3. This contract shall take effect upon being signed by both parties and shall be automatically terminated upon expiration when either party requires signing a renewed contract , it shall put forward its request to the other party 30 days prior to the expiration of this contract and both parties shall sign the new contract through consultations and mutual consent. Upon the expiration of this contract , Party B shall bear all the expenses incurred during his own stay in China .
4. If Party B claims to cancel this contract due to force majeure, the relevant certifying documents issued by competent authorities shall be shown to Party A . After the contract is canceled with Party A’s consent, Party B shall bear the traveling expenses thus incurred. If Party B cancels the contract without reason , Party A shall deduct one-month salary of Party B and Party B shall bear the traveling expenses thus incurred .
Ⅶ. Risk-Mortgage Payments
In order to guarantee the smooth performance of teaching plans, Party B shall pay risk-mortgage payments of RMB 5,000 Yuan to Party A when the winter and summer vocations come.When Party B comes back to This University on time in the new semester, Party A shall give RMB 5,000 Yuan back to Party B.
Ⅷ. Dispute and Arbitration
    Any dispute in connection with this contract shall be first of all settled between both parties concerned through friendly consultation. In case no settlement can be reached through consultations or intermediation, both parties shall submit the said dispute for arbitration with local personnel authorities or the local labor arbitration system. In case either party refuses to accept the arbitration award, it may bring an action before the People’s Court .
Ⅸ. The Duplicates of Contract and the Right to Interpret
This contract is signed by both parties on this________________________(date) at ____________________________(location) . This contract is in triplicate , each in both Chinese and English versions , and all shall take effect upon being signed at the same time and shall be kept by International Educationa, Communication and Administration Center of This University, Western Language Department of This Universityand the employed foreign teacher. The right to interpret this contract is owned by International Education, Communication and Administration Center of This University.
